0.17 is still an experimental release. As long as 0.16 is the stable version, the mod will not be updated on the official mod portal.
If you want to use a version compatible with 0.17, you can download it from github and manually put it in your Mod folder. See https://github.com/Begovere/factorio-mod-releases for installation instructions. You can use the FlatInfiniteResearchCost_1.4.1.zip archive from there to have a 0.17 compatible version.
