Adds four new structures for removing unwanted fluids, gases and items:

Flare Stack - destroys flammable liquids and gases, such as oil products and hydrogen (from Bob's Mods or N-Tech)
Gas Vent - vents non-flammable gases (no vanilla function)
Incinerator - uses coal or solid fuel to destroy any item
Electric Incinerator - like the incinerator only using copious power instead of fuel
