Would be interesting if level 2, or at least level 3 cost Military packs, maybe remove the blue and add military as a replacement?

This was very quickly ported from 0.14 to 0.15 in just a few minutes, with very little balance changes in mind. I had planned to release a new version with a complete graphical overhaul, as well as significant balance changes and maybe a few new weapons, but I just don't have the time. I might change a few of the recipes though.
