This bug is related to the power flickering. i think this caused by the accumulator of the building not working as intended. basically charging till 50% then not charging to be at that very moment charged again (tik later). this causes power to jump from actual power needed to halve and then double to quickly charge the building to 50%. this isn't such problem if you didn't have to build stronger power grid to sustain it working.
TL:DR - power flickering is making you loose productivity due to needing stronger power grid to sustain the power spiking (many times a second)
