Atm I am just starting with factorissimo and am using factories to make my smelting a smaller foot print. I have made a blue print for inside the factory but i am only seeing personal constructor robots building these blueprints. Can normal constructor robots build a blue print in a factory?

Yes they can, but only if you place the materials, the roboport, and the robots into the factory building by hand. Robots can never enter or leave factory buildings by themselves, only in item form or as your personal bots.
