If you use deconstruction planner inside a factory on a belt that still has a connection to the outside, the belt on the outside will continue to put items on the belt inside which are then picked up by the bots. But if the bots can't get to the belt within the tick refresh, the belt will have items on it again which they will remove again, ad nauseum.
