Unlocks elevated rails earlier. Also allows unlocking cliff explosives earlier, and building ocean rail supports on Fulgora without having to go to Vulcanus.

With Space Exploration for 2.0 being available since yesterday (Sep. 22nd), I decided to try tis mod with it.
The need for blue Science is removed, but it is still dependent on Rocket science (a new science Pack by SE, the first that allows you to start expansion into space, also called orange science). would it be possible to also add Space Exploration support (remove rocket Science need)?
I don't use Space Exploration so I didn't want the fix to be specific to it, but I added a new setting that should fix things while being more generic.
