Unlocks elevated rails earlier. Also allows unlocking cliff explosives earlier, and building ocean rail supports on Fulgora without having to go to Vulcanus.

3.765 Error GlobalContext.cpp:1635: Failed to load basic prototypes, base mod or a base mod replacement is not enabled. tile prototype "empty-space" (tile) is missing.
I assume because Space Age isn't loaded and isn't set to required in mod
The issue was because I had the mod set as a "Space Age mod" (because it requires content from the DLC) but that apparently doesn't work anymore if you don't actually load space-age. Fixed now.
