I think a mod that I use adds it. I currently don't play the game due to various reasons but I add it to the todo list.

Can you tell me that mod, I can install it and you won't need to create it.

I opened a thread with this same topic in petrochem plus, to see if its author could do it, and turns out, after a few days of hard testing, that I am extremely stupid. Hexagon's angelbob's tweaks has an option to remove this recipe, which is enabled by default, so the recipe is eliminated
