Add Double Furnaces, which smelt iron ore directly to steel.

Why does it need those? That kinda defeats the point of the mod....could you remove them as a requirement (in both versions, but specifically the 0.17 one)? Thanks.
Production Packs were removed as a requirement in version 0.4.1
