Start a new game with Industrial Revolution 3 and DiscoScience, and open the Manifesto (keyboard shortcut I by default). You will immediately get a lab-deletion warning.
Thanks for the reproduction steps. I was able to get the same error to occur, and looking into it I don't think it should cause you any problems. I'll talk to the IR developer and see if we can stop the warning.
