If not, implant a furnace type as storage fluid and put that requiring electricity and a lot KW ... kw/sec does pollution... for example a boiler does 27 pollution per second...

16.28 added emissions_multiplier for recipes, so you can just use a furnace type with a void recipe for each fluid to have fluid-dependant pollution levels. Because pumping water back into the lake should create less pollution than raw oil :P.
