Just to clarify (reading your changelog), even if you have a minor change (like fixing the readme.txt) you should increment the version. This is because Factorio will generate a hash of each mod to compare mods quickly. If you change anything, even adding or removing a period, the hash will be different. Two people with two different hash versions won't be able to play together, because they aren't exactly the same.
