b unable to place decorations upto the shoreline

When darkstar is loaded bricks, concrete or any other form of floor decorations cannot be placed anywhere along the shoreline. It needs to be atleast 3-4 tiles away. Tested with modded game aswell as just base game with darkstar enabled and result was the same.

Link is to a screenshot showing the issue. I hope this is helpful to you and hopefully there is a way to fix it so i can place my concrete up to the waterline again
