Adds a receipe to generate 7 coal from 3 solid fuel 4 sulfur and 40 steam.
It is unlocked together with coal liquefication.

Using this it is possible to set up self contained Outposts wich generate only heavy or light oil, as well as Plastic without further inputs.
It is balanced so that even the best Productivity modules schould not be able to cause a runaway reaction, granting free oil products.

Especially usefull if you run out of coal, but still have oil left. (Primary use of this mod as that happened to me on a deathworld...)
