They're in the military sub-menu, right underneath the armour row (if you have no other mods installed). No research required, and the most complex ingredient is the green circuit. ...Unless you're on a map with only your starting water source, and no fish left. Then, you either need another mod that gives you fish, or to launch space science insead of a satellite.
