Simple mod that executes any LUA command if sent as a chat message that starts with "./c ". It does this without disabling achievements like the built-in "/c" command.
I had a crack at it but there seems to be an error identifying the player. It looks like it should be a pretty simple solution but I'm just not familiar enough with Factorio's inner workings to know exactly what I need to do. What I thought was a rabbit hole turned out to be an ant colony.
