What does this mod do?

This mod adds a circuit entity called an Alerter that works like a decider combinator. When it's condition evaluates to true a configurable alert message will be displayed in the bottom right, in the same way alien attacks are.

How do I change the alert message?

Mouse over the alerter entity and press Shift+E (configurable in game options).
