Burner Inserters can take fuel from any entity (ie. furnaces)
Providing the player with new tools or adjusting the game interface, without fundamentally changing gameplay.
Using the upgrade planner to upgrade any Burner Inserter to Insterter stops all burners from able to move fuel to one thing to another ( it can still refuel itself).
I believe this is resolved in 2.1.4.
