I have done multiple playthroughs with this mod and its really nice, pretty OP but not necessarily game breaking. However I tried to download it into a multiplayer world after we launched a rocket and its only showing me the first level of the modules. Is this intentional?

Is this intentional? I was hoping to supercharge the factory with some T4s

No, the intention always was to have the modules early available for cheap.
So now they are all (or should be) available from the start ( you still need them materials though).
Dream of having them incorporated in vanila tech tree just didn't work all that well with some overhauls ( like PY and IR ).
Yeah and this will probably never work normaly with Nulius (i'm just not capable enough lol).
New Version should ( i really really hope ) get rid of the problem that you have
