Radar Amplification 5 (RA) is gated on Effect Transmission (ET) which requires High Tech Science (HTS) packs, but it's not until RA 7 that you need HTS for RA. My suggestion would be to move the gate from RA5 to RA7 so that you need HTS at the same level.
