The upgrade planner is aware of tier 2/tier 3 bucket wheel excavators being in the same 'group', but tier 1 are not included. ie an upgrade planner can be used to bulk update tier 2 or tier 3 but not tier 1 to the other tiers.
This is despite being able todo an upgrade from tier 1 => tier2/3 by placing the building manually.
