0.17 removed hardness from ores and mining_power from mining-drills, this makes all 3 tiers mine at the same 7/s since you got your mining speed through mining_power.

To make them fill the same amount of belt as before mining_speed will need to be considerably increased.
Maybe also energy consumption and pollution if those are tied to speed.

Nice with 100 productivity a tier 3 will now fill 2 blue belts before even using speed modules ;)
