Allow to customize artillery shell speed. Default is 10 times faster

Why

Don't you feel they are too slow ? Also, more you have range more they feel slow.

Technical

• Currently, there is no way to have a research that increase this speed, so you will have to adjust the value to what you feel right, you can change settings anytime.
• I would have love a way to make them slow down overtime but it doesn't seem possible
