Love the idea for the production pack. Makes more sense, since its productivity and actually does what I think science needs on higher packs, a chain! Science currently requires items that you make on one assembly, not a chain like robot frames requiring electric engines that require engines... Science needs more chains!

Not sure if I agree with the military change. It become so coal hungry... And now coal also has a use for oil... Might be a too harsh change. And, why steam?
From top of my head, without running numbers, I would change explosives and steam for rockets and change rocket technology to not require military packs. Its a technology entry that should not require military science, instead give access to the upgrades that require the military. And... again, production chains (rocket->explosive...)

About hight tech... I have this opinion that high tech should be a very late option for research. That is, should be very expensive and there is only one research that requires it to progress, rocket silo, so... high cost does not affect so much ending the game. The other reseachs that require it... Build a base that can support it. So, I would say that it should require something like solar panels or accumulators or laser turrets (besides the uranium fuel cell)... High tech items and again... forcing production chains!

Just occurred to me... if some of this ideas seem interesting but maybe too much expensive.... there is always the normal/expensive set of recipes :)

Nice ideas... this means it's pretty much impossible to make low-pollution military packs (unless you can connect to a nuclear reactor)! Maybe that's the idea!

Occurs to me, maybe:
- fuel cells should still be part of "Nuclear Power"?
- or: require high-tech packs to research Nuclear Power (but not a lot of them, so not needing a full production chain)?

@nagapito: I changed the Military Recipe from explosives to electric mining drill, so no oil is requiered for this anymore. The result count is back to 2, so it doesn't take more coal that before anymore.
Steam as an ingridient sound really wierd, but is very fun to play! Just try it out.
Solar panels and accumulators are already used for Space science.
@loech fuel cells are now needed for science, so makign them to high in the tach tree will prevent you from progressing.
