You cannot upgrade the base game (BLUE) belts with the belt planner tool to the first level of the addon ( GREEN ) (alt + U)
When you attempt to upgrade the belts, the tool just makes a clicking sound but never upgrades.

I think I can help you Just place an upgrade planner in your inventory (for ex. in your toolbar) and do this: https://imgur.com/a/Yg5FcRV and you are good to go :D
