Adds higher tiers of solar panels and accumulators.

The upgraded accumulators can't be connected to a circuit network like the base one can in 0.13
I use this to enable the power switch to connect my steam backup grid when the accumulators get to low.
I'll look into it and try to get a new version out by tomorrow evening. Probably just need to add/change a couple of lines.
