Fixed 5DIM transport belt speed bug

I couldn't make the mod to integrate into the 5DIM architecture so I copy all and made the modification.

If you want to use these then you need to replace the 5DIM TRANSPORT 0.17 with these files.
You will see that all files are the same only bugfix belt speed fix included.
