This mod adds a circuit entity called an Alerter that works like a decider combinator. When it's condition evaluates to true a configurable alert message will be displayed in the bottom right, in the same way alien attacks are.
This is basically GotLag's work. I just added a horn to cars and tanks and removed the restriction on manual control just to use the horn on trains. I also set the default config for trains to _not_ honk when they're stopping and starting.
