Adds a second route to "close the loop" with science and research in 0.15.

Things that change:
- Alien artifacts drop from biter and spitter spawners.
- "Alien Technology" research is added back in and unlocks craftable space science.
- 1 alien artifact can craft 1 space science pack.

Note: Launching a rocket with a satellite still returns 1000 space science packs.
