Small equipment option works even if it's disabled in options
Drill speed multiplier overrides modded drills' speed (like omega drill)

Tiny Equipment is loaded by default if you select Starting Robots.
Fixed to only boost Vanilla Electric Mining Drill and Pumpjack.
