Show Tile Grid Lite

Simple less intrusive version of built-in debug settings `show-tile-grid` feature. Useful for radar, pollution, artillery fire, UPS, map generation, chunk-aligned trains, biter expansion, etc. ⚠ This mod currently has some performance/UPS issues. It will probably require a rewrite to fix them. Sorry. 💀

On my extremely beefy computer the game pauses noticeably now whenever I mouse over anything, regardless of whether the setting is 'Always' or 'Auto'. :-(

The 'Auto' setting is useless with these kinds of pauses, though it's very nifty that you've made that work. And regardless, it should be possible to disable any speed hit for mouse over checking by leaving the setting at 'Always'.
