Makes shallow water walkable (but you still cant build on it). Adds a way to change deep water to shallow water.

I havent tested either. I think cars should be fine but ships might actually make trouble.
Huh. I tested it with the one ship mod that is available currently and it works just fine. Works with cars too.
I'd like to see more ship mods now :D
