Makes concrete use iron sticks as rebar rather than iron ore.

FYI, I get the error below during mod loading if I have both this mod and Dectorio enabled (though not with Dectorio disabled):
Failed to load mods: sane-concrete-018/data.lua:3: attempt to index global 'DECT' (a nil value)
I am not getting the same error on my install. What other mods do you have enabled?
