Using any other mods, try on a new game save? Do you have a save? I couldn't get this to happen on my saves on Windows.
I think maybe there is some ghost that for some reason is un-buildable and might cause issues, but it should just degrade performance not lock entirely. I am working to improve that anyway though since it doesn't need to retry so often.
