Row swap link are wonky.
They will sometime swap correctly and sometime go to an unrelated row and stay there.
I have set:
train wagon (link)
track (link)
signal (no link)
pipe (link)
liquid tank (no link)
I start on :train wagon -> track -> signal -> tank <-> pipe. Notice how it skip pipe and go directly to tank.
It as if link on the pipe row is on the signal row.
This happen only when [Swap row next]. [Swap row previous] work correctly by doing: train wagon -> signal -> track then wagon again.
[Swap item] work fine.
