g [Fixed] Inaccessible Atmosphere Condensation Recipe on Cold Planets with K2 Machine

I found an issue: this balance mod modifies the atmosphere condensation recipe when using Maraxsis by moving it to K2's atmosphere condenser machine.

However, there's a problem — this machine cannot be placed on cold planets, while the recipe can only be crafted on cold planets. This seems a bit odd.

I haven't yet gotten to Maraxsis on this playthrough so I haven't gotten to playtest adjustments related to it and K2SO.

The atmosphere condenser probably needs some reworking anyway. It should probably give different results on different planets.

For now I've re-enabled crafting atmosphere the default way (though you can still make it in a condenser too for planets that allow it). Try 1.6.1 and let me know if you encounter any other issues.

I don't know how tricky this would be to implement, but the condenser's water recipe could work faster the higher the planet's humidity is. For instance on Gleba and Maraxis it could realistically output at least as much as an actual offshore pump.

It would also be neat to see at least one planet where Dirty Water could be condensed, especially one where ore is otherwise unavailable like Fulgora or Aquilo. It could even make an Aquilo start viable if a single condenser is included in the ship wreck.

Bio Processing Facilities should be buildable on Gleba also, pollution filters are almost useful there but can't be restored from the used state without making biomass. On that thought, recipes to make biter and pentapod eggs into biomass would also be pretty neat.
