Trigger rewards are granted immediately for triggers with no dependencies, or granted to the "real" technology that should unlock them, like chemical plants being unlocked by oil processing.

Since any planet start doesn't have the tech to discover your starting plannet, you are missing a bunch of needed techs for the starting planet
I'll try to look into this but no promises, I'm not sure if APS and No Triggers really makes sense to run together
