i [Added] Increasing energy generated per lightning strick sometimes have no effect due to lightning rod capacity

Great mod, thank you for making it. I was getting annoyed by the sounds and flashes of the lightning strikes, you mod fixes it.

However I found an issue:

Lightning rods have an energy capacity of 500MJ. If a lightning strike of 2GJ hit them, they store 20% (normal quality) = 200MJ or 50% (legendary) = 500MJ.

I tried to reduce the frequency of lightning strikes by a factor 4 and increasing their energy by a factor 4. However, the lightning rods don't keep up because they can't store 800MJ of energy, only 500MJ. It's even worse with quality, a legendary lightning rod would keep only 500MJ out of the 2GJ that they could convert (50% of 4GJ).

To keep the same electricity generation from lightning strikes, I have set the frequency to 64% and the lightning energy to 156% (so that the lightning generate in average the same lightning as in vanilla for rods up to rare rarity (32% efficiency) (because 60% x 156% = 0,9984 and 1.56MJ x 32% = 499.2MJ)

I suggest to add a setting to change the capacity of lightning rods and collectors, so it can store all the energy from boosted lightning strikes.

The new setting is great, thanks a lot! It will be very handy in my second playthrough.
