Would it be possible to make the warning sprite smaller and/or transparent instead of disabling it?

by Silari has the features you are looking for. The description does not mention it, but it does have options to customise the frozen warning. Unfortunately, their mod doesn't have an option to disable its effects on the power warnings.

I should also point out this mod:

by Zaflis for a less obtrusive frozen icon, which also has scale options.

If neither of these mods are what you are looking for then I can add your requested features.
