Need suggestions on how to balance the power usage to output.

Balance? Well the normal boilers burning fuel are 50% efficient. This is realistic. More likely 25% is a better number in my opinion.

Electric heaters are 100% efficient. Then heat is lost in the container, pressure vessel, or boiler as its called. 80% sounds reasonable to me? It could be higher.

my idea, make it configurable. Gallomimia sound about right, but you stillare able to hold steam in storage tanks without loses. I suggest 95% to prevent self feeding circuit (electricity->power->electricity) Also maybe circuit interface?

steam boilers are about 85% efficiant. electric heaters are 100% efficiant. so your electric steam generator should produce 85% of the steam power required to power it.
not sure why you are doing electric steam. there is no way for it ever to produce more power than it consumes.

On why, I tend to use steam now to power off site stations, rather than solar/accumulator or long power lines. I setup a rail line separate from the ones bringing in my ores and stuff with a couple of trains with a fluid wagon. Fill the fluid wagon up with steam, run it out to the base, unload the steam into tanks which feed steam generators. Means I don't have to pump the resources into loads of solar panels and accumulators for offsite bases (and if something breaks through, its a lot cheaper to replace), or worry about carting out stuff like coal/solid fuel to sites to power boilers there. Main base is still powered traditionally, but this is my preferred solution for mining outposts.
