I have been setting my rail values to 10 for this recipe for quite some time in one of my personal mods.
The base game recipe is complete overkill.
And just a heads up for those that use Bob's library. It currently removes rails completely which is a bug. Bob said he would fix when he can.
In the meantime use the older boblibrary_1.1.2. It still works fine.
