Rename quality levels by typing in your own quality names in the mod settings.
Providing the player with new tools or adjusting the game interface, without fundamentally changing gameplay.

Sorry I don't know that much about dedicated servers myself. But it would be the same as any mod that has "startup" settings, try looking for that.
