Default way to dead load small power generation networks for testing under load is radar. This does it without the 'bonus' of scanning, in return for lower number of buildings needed.

Yep, this is a full gigawatt of load. It would take hundreds of radar or a moderate base to equal one. Good for testing nuclear power setups in an independent power grid before dismantling these and tying into main grid. Or something.
