Yes, it adds ground water.
Check the in game mod options.
From the main menu... Settings -> Mod settings -> scroll down until you find Bob's Ores Mod in the list -> Turn off the Enable Water Ores option.
Game will then restart, you can load your savegame. It will give you a warning message saying that the mod options have changed, and choose to load the game anyway. There will be no more ground water resources.
