It is. It was updated to 0.17 within hours of 0.17.0 going live.
wait my bad i was playing on 0.16 because almost no mods had updated and thought it wasn't updated also i cant find a 0.16 version
It's on here. Look on the downloads tab, it lists all the versions all the way back to 0.13.
