They do, you change that in the map settings.

Try using "change map settings" (https://mods.factorio.com/mod/ChangeMapSettings) and make sure expansion is on. Depending on your settings, it may only happen once every few hours.
i use that mod i was told thay use the atack AI for epanshon as becuse that is disabled on pessfull thay dont expand (wish is dum btw)
That sounds possible but unfortunate if you want to actually have expansion with peaceful.
