at the moment you can only add or remove from the queue to rearange it
is it possible to do this in the queue self without removing and adding

Maybe. I've thought about it many times, but it requires some work and since there is a work around with adding/removing techs I've not bothered to do anything about it.

I found a simple way to add buttons for rearranging the queue, although for the time being it'll only be possible to move a tech to the top or bottom of the queue (you can't move a tech just one step up).
I'll add this to the next version.
