Only UPS impact is that inserters need to search more inventory slots when putting stuff in or taking it out of chests. But that can be avoided by setting inventory size limit for merged chests
EDIT: and since all merged chests of VerySmallChests mod will have inventory size of 1 then you have nothing to worry about.
