Even with the pumps not pumping, the water is being drained from the water areas. I think this is because the calculation of the water is being taken from the overall water consumption/production and not from the pump itself. So the problem is that when I am melting Ice ore or Water ice to transform it into water, the mod takes it as water being pumped out of the water area. This explains the trans-planetary water pumping....
